As a general rule the drivers are expected to do more in cities like New York or Chicago such as helping carry bags to and from the doors, etc. These rules are more of a local custom and not set in stone, but the higher end of the scale is usually the normal routine.Whether it be for prom, girls night out or a wedding you will always want to do your homework before renting a limo. No matter how good or horrible the limo driver is, they are going to be a part of your evening from the time they open the door the first time to the end of the night. 

You will want to pay attention to everything that they do and base your tip on that. If they were amazing and helpful then tip generously as a electric forklift thank you. If they left something to be desired then tip on the low end of the scale and they will get the hint. No matter what the situation always tip something. It is common courtesy and just plain old good manners.
